Biography

Cesar A. Soutullo, MD, PhD, is John S. Dunn Professor at McGovern Medical School, and Vice Chair and Chief of Child & Adolescent Psychiatry, and Director of the ADHD Outpatient Program at the UTHealth – Houston Louis Faillace MD Department of Psychiatry and Behavioral Sciences. He is Board Certified by the American Board of Psychiatry and Neurology in general adult and child and adolescent psychiatry. He is focuses on the study of ADHD and pediatric mood disorders (depression and bipolar). He has investigated on the phenomenology of early stages of these disorders, studying children of parents with bipolar disorder, pre-school children with early symptoms of ADHD, the Psychopharmacology of ADHD, and the phenomenology, cycling patterns, pharmacology, longitudinal stability and outcome of Pediatric Bipolar disorder. His main research now is part of the Texas Child Mental Health Consortium in Depression and Suicide, the Greater Houston Area Pediatric Bipolar Registry, and the ADHD Treatment Adherence Optimization project at UT Physicians Clinics.

Dr. Soutullo completed his MD at the Complutense University of Madrid (Spain), he moved to the United Kingdom for Internships in Internal and Emergency Medicine and General and Orthopedic surgery. He completed his Residency in Psychiatry and a Fellowship in Biological Psychiatry at the University of Cincinnati Hospital, Cincinnati, Ohio, and a Fellowship in Child and Adolescent Psychiatry at Cincinnati Children’s Hospital Medical Center. During his Residency and Fellowship he was recognized with awards such as: AACAP Presidential Scholar Award, Association for Academic Psychiatry Fellowship in Academic Psychiatry, Emory University Young Faculty Development Program, Society of Biological Psychiatry Fellowship Award, APA Research Colloquium for Junior Investigators, Stanley Foundation/NAMI Research Award and recently the Dean’s Teaching Excellence Award at McGovern Medical School.

He returned to Spain, appointed the first Director of the Child and Adolescent Psychiatry Unit at the University of Navarra Clinic. He completed his PhD in Neurosciences at the University of Navarra. His  dissertation on Phenomenology in children at high risk of developing bipolar disorder obtained the Extraordinary Thesis Award. In 2004 he created the only (till 2023) Child and Adolescent Psychiatry Fellowship Program in Spain. He developed a Clinical Trials Program, one of the few sites for the approval of several ADHD medications by the European Medicines Agency (The European Union “FDA”) that helped millions of children across Europe.

Dr. Soutullo is a member of the EUNETHYDIS Guidelines Group (European Network of Hyperkinetic/ADHD Disorder), the WPA ADHD section (served as secretary 2017-2019), the World Federation on ADHD Scientific Program Committee, the AACAP Clinical Essentials Committee, and collaborates with APSARD. He was expert reviewer of the Spanish ADHD and Pediatric Depression Clinical Guidelines, Member of the ADHD Care Optimization Mental Health Strategy (Spanish Ministry of Health). He Coordinated the multidisciplinary Spanish Plan of Action in ADHD (PANDAH). He was Member (Treasurer) of the Board of the Spanish Association of Child and Adolescent Psychiatry (AEPNYA) (2004-2008).

Dr. Soutullo extensive publications (h index: 35) include over 104 original papers, 140 books, review papers or book chapters, and 315 posters in national & international conferences. He is reviewer of 61 Journals and Member of the Editorial Committee in 17 Journals. He is listed top 0.2% author (Percentile 99.8) on ADHD (percentile 99.8) Worldwide.

Dr. Soutullo has mentored hundreds of trainees from graduate students to PhDs and Post-docs, from Medicine, Psychiatry, Pediatrics, Psychology, Nursing and Social Work. He has directed 9 PhD dissertations, evaluated 12 PhD dissertations, and has lectured over 500 talks in conferences and meetings nationally/internationally.

Prior to joining the department in 2019, he was the Vice Chair and Director of the Child and Adolescent Psychiatry Unit at the University of Navarra Clinic in Pamplona, Spain for two decades
