Felicia V. LeMoine, MD is a Fetal Intervention Fellow in the Division of Fetal Intervention and a Clinical Instructor in the Division of Maternal-Fetal Medicine in the Department of Obstetrics, Gynecology, and Reproductive Sciences at McGovern Medical School at UTHealth Houston. She also serves as an attending physician at Memorial Hermann–Texas Medical Center.Dr. LeMoine earned her medical degree from Louisiana State University Health and Sciences Center in New Orleans before completing residency training in obstetrics and gynecology at LSUHSC/Woman’s Hospital in Baton Rouge, where she served as chief resident. She went on to complete a fellowship in maternal-fetal medicine at The MetroHealth/Case Western Reserve University in Cleveland, Ohio, followed by advanced fellowship training in fetal intervention at UTHealth Houston.She specializes in caring for high-risk pregnancies and offers expertise in fetal therapy. Her work also focuses on conditions such as abnormal placentation, congenital anomalies, twin complications, and preterm births. Dr. LeMoine has authored and co-authored numerous peer-reviewed publications and invited reviews, with work appearing in American Journal of Obstetrics and Gynecology, Journal of Perinatal Medicine, Journal of Clinical Ultrasound, Clinical Obstetrics & Gynecology, Women’s Health Reports, and Best Practice & Research Clinical Obstetrics & Gynaecology. Her research has contributed to advancing knowledge in areas such as neonatal survivability following previable preterm rupture of membranes, outcomes in fetal growth restriction, autoimmune conditions and recurrent pregnancy loss, and management of complex fetal anomalies including congenital diaphragmatic hernia and large placental chorioangiomas.
Dr. LeMoine’s scholarly activity includes more than a dozen national and international presentations at leading scientific meetings, including the Society for Maternal-Fetal Medicine, the American College of Obstetricians and Gynecologists, the Society for Reproductive Investigation, and the International Society of Ultrasound in Obstetrics and Gynecology. She has received recognition for her research with the ACOG Blue Ribbon Award (2024), a Cleveland Society of Obstetricians and Gynecologists research grant, and the Foundation for SMFM Garite Mini-Sabbatical Grant.
In addition to her research and clinical work, Dr. LeMoine is committed to education and mentorship, teaching medical students and residents on topics ranging from maternal medical complications to fetal growth restriction, and mentoring trainees in multi-center studies and perinatal research.

Key Research Projects: Neuroanatomical changes at spina bifida repair site on 12-Month MRI after fetoscopic spina bifida repair using human umbilical cord as meningeal patch. Feasibility and infant outcomes after laparotomy-assisted fetoscopic spina bifida repair with human umbilical cord patch.
Long term outcomes of fetoscopic spina bifida repair using human umbilical cord as meningeal patch: predictors of ambulation at 30 months.
Linoy Batsri, MD, is a Fetal Intervention Fellow in the Department of Obstetrics, Gynecology, and Reproductive Sciences at McGovern Medical School at UTHealth Houston, working within the Division of Fetal Intervention. She earned her medical degree at Hadassah Medical School, Hebrew University of Jerusalem, where her doctoral dissertation focused on the role of glucagon in type 2 diabetes.
Following her internship at Tel Aviv Medical Center, she completed residency training in obstetrics and gynecology at Chaim Sheba Medical Center, Tel Aviv University, and became board certified in Israel. She went on to subspecialty training as a fetal medicine specialist at Sheba before joining UTHealth Houston in 2024.
Dr. Batsri’s clinical and research interests include high-risk pregnancies, fetal therapy, and complications of multiple gestations, particularly selective fetal growth restriction and monochorionic twin outcomes. She has authored and co-authored publications in Ultrasound in Obstetrics & Gynecology, The Lancet Gastroenterology & Hepatology, and Archives of Gynecology and Obstetrics, and contributed a book chapter on vanishing twin syndrome. She has also participated in multicenter studies on selective fetal growth restriction and twin pregnancy outcomes.
At UTHealth Houston, Dr. Batsri is advancing research in fetoscopic spina bifida repair using human umbilical cord as a meningeal patch. Her current projects evaluate:
- Neuroanatomical changes at the repair site on 12-month MRI after fetoscopic repair
- Feasibility and infant outcomes following laparotomy-assisted fetoscopic repair
- Long-term functional outcomes, including predictors of ambulation at 30 months
Dr. Batsri has presented internationally at the Society for Maternal-Fetal Medicine, the International Society of Ultrasound in Obstetrics and Gynecology (ISUOG), and the Israel Society of Maternal Fetal Medicine. She received the Best Short Oral Presentation Award at ISUOG 2018 in Singapore. In addition, she has served as a clinical instructor for medical students at Tel Aviv University and is committed to advancing both research and education in maternal-fetal medicine.
